Cecil Lee Skaggs Sr. of St. Clair, Missouri, departed this life on Saturday, September 26, 2026, at Missouri Baptist Medical Center at the age of 79.

Cecil was born on March 15, 1947, in Cadet, Missouri, a son of the late Huey E. Skaggs and Essie Faye (Hedrick) Skaggs. He grew up in Cadet as one of five children. Cecil attended grade school in Mineral Point and later attended Potosi School for a short time before beginning his working career at Everett Huff’s local service station.

Cecil possessed a strong work ethic and spent several years working at Pea Ridge Mines before moving on to various construction companies. He was eventually employed by ACME Erectors out of St. Louis and worked with the Local Laborers Union, where he continued until his retirement.

Cecil proudly served in the United States Army during the Vietnam era. While serving overseas, he enjoyed capturing memories and moments with his camera. He initially served as a field wireman and, upon arriving in Vietnam, became a cook.

Cecil had an appreciation for fast cars and enjoyed many road trips with his beloved wife, Ginny. Together, they found joy in working puzzles, visiting casinos during their younger years, and exploring various resale and antique shops. Cecil also spent time alongside his father, Huey, scrapping all sorts of metal and cans.

Cecil enjoyed being outdoors and especially cherished the time he spent with his son, CJ. He was a caring and helpful man who treated others with respect and showed kindness to many. Cecil was a member of St. Clair VFW Post 2482 and American Legion Post #347.

Cecil was united in marriage to Virginia Parsons on May 30, 1969. Their years together were filled with many shared adventures, simple joys, and treasured memories.

Those who remain to treasure Cecil’s memory include his son, Cecil “CJ” Skaggs Jr. and Kristi; two sisters, Kathy Eckhoff and Hazel Skaggs; sister-in-law, Judy (Rick) Volner; as well as nieces, nephews, and extended family.

In addition to his parents, Cecil was preceded in death by his beloved wife, Virginia “Ginny” Skaggs; sister, Margaret Bernice Skaggs; brother, Clarence Eugene Skaggs; father-in-law and mother-in-law, Floyd and Fannie Belle Parsons; special aunts and uncles; and his beloved dog, Bruno.

A time of visitation will be held on Thursday, October 1, 2026, from 10:30 a.m. until the time of his funeral service at 1:00 p.m. at DeClue Funeral Home in Potosi, Missouri. Cecil will receive full military honors presented by the United States Army.
