Billy Ray Rucker passed away on Saturday, October 31, 2026, at the age of 68. He was born on January 25, 1958, in Charleston, West Virginia.

Billy grew up in Ohio and was raised by his maternal grandparents, Louis and Mae Rucker. He was a man who found joy in simple and meaningful things, especially time spent outdoors. Billy was passionate about fishing and enjoyed trips to the Lake of the Ozarks, Clear Water, Council Bluff, and many other favorite places with his buddy, Ronald. Beyond his work and hobbies, Billy cherished the time he spent with Vickie, and those moments meant a great deal to him. He will be greatly missed by those who knew and loved him.
